Voting is a foundation of democracy; however, that foundation has become cracked and fragmented, as it is run by private vendors, states and counties. The scope and pervasiveness of methods used for stealing democracy have been ramped up since the use of rigged electronic machines in the voting process. It was further boosted in June 2013 by the U.S. Supreme Court, which gutted key portions of the Voting Rights Act of 1963, setting the stage for massive disenfranchisement in the 2016 elections. The 2020 elections has been even worse.

The attacks on voting can be defeated by making the voting process transparent. Public hand- counting of voter-marked paper ballots is one system that allows for full citizen oversight of elections. The newest reliable systems involve hand-marked paper ballots, or voting stations that produce a paper ballot checked and signed by the voter. Optical scanners read the paper record and store the full image; after that, vote totals are produced. These tallies, which can be traced to the original hand ballot, provide a verifiable account of the votes.

Unfortunately, this process is used in only about 50% of the votes cast. A large number of machines record votes with no paper trail, and can be programmed remotely, or pre-programmed to produce a desired result.

All forms of vote collection, including mail-in votes and early voting center results, are sent to the county, where they are tabulated and sent to state headquarters. Tabulators can be remotely changed and information over the Internet can be manipulated. Fraud has been occurring on local, regional and statewide levels – and not only with rigged election machines. Tactics used for vote manipulation are described next.
